Custom 404 page is not working

These are the steps I took:

    1. I made a custom 404 page with Elementor called 'error'

    2. In Customizer/Layout/404 page setting I changed the setting from 'default' to 'customize'

    3. I set '404 page' to 'error'.

but it does not show up, it still shows the default 404 page.

What else do I need to do?

No this requires elementor pro, and I do not need dynamic 404 content. Just a static page.

Also Customizer / 404 Page Setting lets me select only pages, not page templates.

No problem. Thank you. How do I change it so that it takes a specific elementor page or selects the selected page in the customizer? I was hoping I would not to need to change the theme files / make child themes with respect to future updates.

For future readers. While the provided answer might be a valid solution. I ended up going for this plugin: https://wordpress.org/plugins/404page/

This allowed me to change 404 page to a page designed with Elementor, without having to edit the theme.
